So according to the rules, if you form 1 an SBR, it says you should engrave the receiver with the location where it was made.

Well what if....

You put the lower and upper together in your car while visiting another city in your state?

Could I say it was made in:

Spook City, CO
Last Chance, CO
Dinosaur, CO

?

Seems like we've been missing an opportunity here.

You have it right OP.  There have been some people who have done exactly as you describe for one reason or another so they could have a meaningful or funny city name engraved.

So essentially.... you could put any city you want that is within your state of residence. Or even a city in another state, although I'm not sure if that would violate some sort of law. ("Manufacturing" an NFA firearm out of state)

And you don't exactly need proof that you did it there.

It would have to be in the state you reside in, and the state listed in the address for box 3b, because if you make it out of the state where it's registered, you would violate the interstate travel provision.

And no you don't need any proof, nor would they really care either way.

It does matter, or did at least.
Back 10yrs or so ago WA state legalized SBRs, but there were verbiage issues in the new law that missed the "making" part. So you could own one, just not make it in the state. My trust has a WA address.
The ATF makes clear you have to put down where it was initially made, even if it's not where you reside. Ok cool, I filed a F1 with my WA trust address, and a "making" location of Portland OR.
Didn't fly, got rejected with the reason listed as something to the effect of making SBRs not legal in WA state.

We’ve actually had a few of these threads with people doing exactly what you suggest. It’s all so silly. The engraving requirement is dumb. Let me pay the tax and write down existing info. Eliminate the makers marking requirements.

Not quite accurate. You can make it in any state. If that's not the state you reside in you will have to submit a 5320.20 to get interstate transfer approval after making it to bring it to another state (presumably to bring it to your home state). This can be a temporary visit or a permanent change of address.

ETA: Whatever address you put on the form 1 is where you will make it. But that doesn't have to be your primary domicile.

Completely inaccurate. By law you make it in the state you reside.

It is a little fucked up as the instructions on the F1 are inconsistent with the CFR:

F1 says use info in 3b.

CFR says where you made the firearm.
