My attempts to acquire a copy via Interlibrary Loan failed.

Looking to acquire the pages (photocopies, not the actual pages) to NY, PA, CT, NH, DE, VT.  I have all the other pages.

I'll pay for time and materials if someone is near and would photocopy.  I think public access is allowed.   The document is not classified.
