The definition of an AOW in the US code is as follows.

https://www.law.cornell.edu/uscode/text/26/5845
(e)Any other weapon
The term “any other weapon” means any weapon or device capable of being concealed on the person from which a shot can be discharged through the energy of an explosive, a pistol or revolver having a barrel with a smooth bore designed or redesigned to fire a fixed shotgun shell, weapons with combination shotgun and rifle barrels 12 inches or more, less than 18 inches in length, from which only a single discharge can be made from either barrel without manual reloading, and shall include any such weapon which may be readily restored to fire. Such term shall not include a pistol or a revolver having a rifled bore, or rifled bores, or weapons designed, made, or intended to be fired from the shoulder and not capable of firing fixed ammunition.

I think this article kind of explains that logic too.

They are saying that adding the grip "manufactures" a new firearm, but two hand grip or foregrip is not in the AOW designation either.

The legal definition of a handgun under federal law is...

The term "handgun" means- (A) a firearm which has a short stock and is designed to be held and fired by the use of a single hand; and. (B) any combination of parts from which a firearm described in subparagraph (A) can be assembled.

The key part is designed to be fired with one hand... which means when you add a forward grip to a handgun it is no longer a handgun. It becomes a AOW because it is concealable on ones person and is not a handgun. Just like a pen gun, wallet gun, cane gun etc.

I see what you are saying, but look at the exclusion for rifled barrels. I have it marked in red.

There is an exclusion for PISTOLS and REVOLVERS with a rifled bore... but since under the law a pistol or revolver must be designed to be fired with one hand once you add a second grip it is no longer a pistol or revolver. Then the rifled barrel exclusion no longer applies.
